The Tau-IX Treaty was made between President Eisenhower and the Zeta Reticulans. It is renewed every 9 years, 9 being a most sacred number to at least the Zetan factions that are signatories. The initial treaty was signed in 1958 and renewed in 1967, 1976, 1985, 1994, and initial negotiations for the latest one began in 2003 but were only completed in 2005.[1]
